Mr. Nate Haken - Board Chair |
His work focuses on engaging with Multilateral Development Banks and Regional Economic Communities like ECOWAS.
Nate has been at the forefront of efforts to strengthen early warning systems and community-based conflict prevention initiatives. His leadership at the Fund for Peace (FFP) has been critical in creating tools like the Fragile States Index, the State Resilience Index, and the Crisis Sensitivity Simulator, designed to assess conflict risks and enhance resilience in vulnerable communities. Nate has also spearheaded civil society-led initiatives that address violence and promote resilience in Nigeria, ensuring timely and effective preventative measures. With deep field experience in over 20 countries and a proven track record in community resilience, Nate continues to design and deliver tailored training to government, civil society, and development practitioners.

He aims to leverage his experience and academic qualifications in both public and private sectors to drive innovation for progress and development in post-conflict Liberia.
Moses addresses migration issues such as trafficking, migrant smuggling, refugees, statelessness, and peace-related concerns. He aims to promote regular, safe, orderly migration and work with those seeking peace globally.
Education: Master of Arts (MA) in Migration Studies (2012), Bachelor of Sacred Theology (BS Th) (2005), Bachelor of Religious Education (BRE) (2000) and Numerous national and international professional certificates.

Dr. Francis Nah Kateh - Board Member |
Dr. Kateh's career includes serving as Chief Medical Officer at Ganta United Methodist Hospital during Liberia's civil crisis and as Public Health Director of Anson County Health Department in North Carolina. He later returned to Liberia to lead the Jackson F. Doe Memorial Regional Referral Hospital and played a key role in the national response to the Ebola crisis as National Deputy Incident Manager for Medical Planning.
He has received numerous awards, including the Distinguished Young Alumni Award from MacMurray College, and has served on various boards and committees. Dr. Kateh is currently the Chief Medical Officer/Deputy Minister for Health Services in Liberia and continues to contribute to the healthcare sector through leadership, policy development, and public speaking engagements.

Professionally, Dr. Clarke is a distinguished National and International Consultant specializing in Public Policy and Administration. He is an expert in building resilience and capacity against terrorism and extremism threats, conflict resolution, early warning and response systems, cross-border crime, and research. Dr. Clarke has provided consultancy services for numerous organizations, including Associates for Peace and Development (USA & Liberia), African Diaspora Dialogue Project (USA), Child Fund (Liberia), Plan International, Liberia Peacebuilding Office/UNDP, WHO, USAID, UNFPA, and the Liberia Ministry of Gender.
Dr. Clarke has conducted and published research on various

Mr. Emmanuel Togba - Director (SID) |
Emmanuel David Togba is a distinguished security sector expert specializing in terrorism, violent extremism, and national and international intelligence. He holds a Master of Arts in Terrorism, International Organized Crimes, and Global Security from Coventry University, England, and a Bachelor of Arts in Political Science/Sociology from the University of Liberia. He also has postgraduate awards from Harvard University and various certificates from institutions in Liberia, the USA, the UK, and Africa, focusing on international crimes, drug control, war crimes, money laundering, early warning, terrorism, youth violence, human trafficking, private investigation, and crime intelligence.
Mr. Togba has dedicated over 15 years to combating terrorism and political violence, focusing on advancing human security and building early warning capabilities across West Africa and globally. He has held key roles such as Senior Investigator, Senior Intelligence Analyst, Research Team Lead, Early Warning Lead Analyst, and Security Sector Reforms Consultant.
Currently, Mr. Togba serves as the Lead Expert Analyst on Security Situations at the ECOWAS Early Warning Center in Liberia. He oversees a team of five sector analysts covering Human Rights and Governance, Crimes and Criminality, Environmental Issues, Health and Pandemics, and Gender. His role involves strategic supervision and analysis to enhance security measures in Liberia and the West African region through alerts, policy briefs, and advisory notes for quick responses to threats.
Additionally, Mr. Togba volunteers as an expert peer reviewer for the British Reading Oasis and Discovery (BROAD), focusing on justice, security, conflict, violent crimes, and political situations. Previously, he has been an independent researcher and guest lecturer at the Kofi Annan Institute of Conflict Transformation (KAICT) and has held senior roles at the Liberian National Security Agency and Liberia National Police.
Mr. Togba’s expertise spans post-conflict security development, counterterrorism, community policing, drug control, criminal protection, human rights, policy development, and research. He has led security sector research and intervention strategies, authored numerous research papers, and contributed significantly to the field.
